I would say maximum of 1 day. This is easy, currently we do it on paper by hand.

It seems that the website was made only for self use, I don't know when it will be up again [edit: it should be available tomorrow, check it out, it has simple and clear interface]. Pairing algorithm is defined in http://www.wizards.com/ContentResources/Wizards/WPN/Main/Documents/Magic_The_Gathering_Tournament_Rules_PDF1.pdf in section 10.4 and tiebreaker is explained in appendix C

Essentially everything that this page does: http://magicdraftcalc.com/ should be included in the app. It should not be hard to implement at all. In addition it should support exporting to .wer (wizards event reporter) format to be able to report official events.

This would be a neat feature. If I include some of the decks in my binder, it is littered with basic lands. It would be nice to be able to filter them out of the binder.
