When {Remand} counters a flashback spell, the card will be exiled instead of returning to owner's hand. Could someone explain why? 

I have a side question on counterbalance;
If there's a  {Thalia, Guardian of Thraben} in play, say if I cast {Swords to Plowshares}, my opponent trigger his counterbalance; the converted cost to counter my spell is one?

If my opponent cast {Nourishing Shoal} Then splice into arcane {Through the Breach}, do I have priority to use {Surgical Extraction} on the breach in his graveyard before he splice?

If my opponent is using {Disrupting Shoal} To counter, he will need a blue card of 7 casting cost?

So I'll draw 3 cards first, decide to put back 2 then draw another 2 cards, put them back?
