How much $$ do you estimate a pauper deck to be.

I have recently started to play magic when my only other opponent lost his deck. I have also been wanting to buy a new deck. Should i buy a duel deck so we can battle. Or should i get a single deck and wait till he gets his own deck.

Plus i would like to know any useful strategies
