Yes, it is fine. The "legend rule" applies only to legendary permanents that have exactly the same card name.

Blue/Red Delver is very budget and competitive, although i don't imagine too many of those cards being in a 10¢ bin.

RDW is super cheap, most expensive card would be {mox opal}, which is basically only a sac outlet for {Kuldotha Rebirth}, or a super lucky 1st turn combo, but maybe not worth the price.

With pauper, Affinity decks are cheap and very fun to play, but bother people. I think netdecking (copying tournament/decks posted online) is a quick way to not have fun playing Magic. But spike's would enjoy it I guess, but at least have "fun" with pauper and/or commander, not always about winning. I playtest a lot of netdecks, and that is for advances against the meta.

They trigger separately when you gain life, so they do stack.

I've gained some perks from purchasing from them over the years.
What kind of perks? 😳
And I suggest looking into intro packs and seeing the different styles and mechanics. And then you can do research or ask this lovely forum about what you should add or take out of a deck, or you can look up cards yourself and build that way.

They have a tiered system where you can save on singles, non-singles and get more money for trade.

What kind of player are you? Which decks do you like playing? What is your budget? How come you didn't purchase the full game?

Intro decks are good to get into the game, once you have a grasp of what you're looking to do. They include a full 60 card deck. They arent helpless, and you can gradually update them. They run around $15 and include a booster pack

There aren't "free cards" to be had exactly, although "pauper" format is a popular style (decks consist of common rarity only). You can find a play group, learn the game and use other players decks for awhile until you want to invest. I get my single cards from coolstuffinc.com, I like their prices and shipping and I've gained some perks from purchasing from them over the years. The most popular cards you wanna get from eBay.

{elvish piper}? {polymorph} if you're lucky. Plenty of ways I'd gather

When I can't make my pre-FNM group on Thursday's I get anxious. I spend the whole week and month getting cards to compete, and then I can't play I feel like I'll never play them.

Cockatrice is fun, but only playing people that you know.

{Damnation} isn't standard legal either. {Phyrexian Metamorph} is good too, because you can use it to copy your contagion engine, copy your swords, copy a creature you want, copy legendaries (although you'd probably want {Phantasmal Image} for that). {Grand Architect} can equip your swords cheaper. You'd get some blue control measures too, even new blink cards to get a fresh set of -1/-1 counters and reapply Metamorph.

Some things to consider I guess .

Is {blighted agent} any good? What if you use him, {grand architect} and use {grand architects} tapping ability for {contagion engine}? This way you beef up your blighted agent, and use double proliferate to pass out infect counters? I'm positive this has been thought up, but seems cool anyway. I don't know much about infect. You can use the new {elgaud shieldmate} to proof your agent....

{killing wave} isn't the best card, because it isn't a hard wipe, players will normally choose whatever is best for them at the time it drops, you can't really plan for success...{contagion engine} is slightly better because they all get -1/-1, and proliferate gives the option of passing out more counters, doesn't include yourself, and includes poison counters on opponents. And bypasses Hexproof, indestructiblity and other things (as does {killing wave}

Also, I've seen {archangel's light} work in a modified "Grave Power" intro deck, uses birds for the single white mana and current ramp. It was rediculous, self milling and then turbo life gain

Yeah, perhaps since its a new ability WotC weighted it too heavily. They also undervalue exile abilities. This could be a good card against {fiend hunter} or {oblivion ring}, as it clearly isn't a target...maybe even redirect to him on purpose?

{swords to plowshares} would result in chain exiling it, it's more a draft mythic with slight utility as a casual card

It should be rare. However, there may be value in returning a creature from exile, while 4cmc is a lot, it's not back breaking.
