They do not! The storm mechanic only triggers when you cast the spell if im not mistaken. But i know for sure that the copys do not trigger storm or it would be an infinite spell.

Id play {detention sphere} or {oblivion ring} over the holy mantle. They help you control things you cant deal with. I also would like to say.. The name of this deck should be pillow fort!!

{avacyns pilgrim} is what i would run over arbor elf. Pilgrim only makes white but it doesnt require a forest to turn on!

In my opinion sarken is better because of his -2 ability. You -2 and target yourself... Then you know that 1/1 goblin token on the battlefield... Well he is now a 5/5 flying dragon... His 0 ability generates at least 1 free card. His other ability is the reason you play him as a 4 of to use himself to put dragons into play. He dies. Then play your second one and make your opponent scoop :). Tibalt only "cycles" through one card at the cost of a random card. So..  He doesnt always do what you need. As my buddy puts it, "Tibalt is like a dice, you gamble everytime you roll it." not to mention avacyn restored is still in standard.

{wild mongrel}  best common ever in my opinion. That card was ahead of its time!

Theres a one black 1/1 with extort that you can pay 2 life and tap it to remove a counter from a permanent. Hes uncommon but with what you trying to do i would play him.

Nope :(. Think of encode as an enchantment... So when you {clone} an {invisible stalker} with {rancor} you do not get a 3/1 invisible stalker with trample, you get the 1/1 because the enchantment is adding the bonuses!
