I've seen Kobolds used with {Skullclamp} in Vintage.
Kobolds with {grapeshot} was the original deck idea I believe
{Enduring Renewal} + {Goblin Bombardment} (or other sac outlet} + {Kobolds of Kher Keep}.

I like this idea, how competitive is this likely to be though as most of the legacy guys at my lgs are highly competitive.

Just did some small testing and will need to make a side for this but it works well.
{cloudstone curio} + two 0 cost kobolds + {grapeshot} or {brainfreeze} = win

The Enduring Renewal deck did make the rounds back in the day. I don't know by today's standards though.

I dont see it playing too well in Legacy for the following reasons. Consistency.
Merfolk decks can have 20 lords in them ({Lord of Atlantis}, {Master of the Pearl Trident}, {Merrow Reejerey}, {Merfolk Sovereign} and {Coralhelm Commander}). That means they consistently put more, cheap power onto the board. They're designed to be disruptive and continuously assault at a high level (even more so then Legacy Elves)
Edit: in terms of what to add, {Mutavault} maybe? Perhaps sideboard the {cavern of souls} until you get into some control matchups? And "we need more powah!". {Kobold Overlord}. Kobold is generally used with Storm, because those 0 cost guys augment the Storm effect.

How about some removal? If you're playing {W}, how about the best removal in MtG {Swords to Plowshares}.
Or ditch white for {B}. {Dark Confidant} would totally make this viable and {Tendrils of Agony} for storm.
