Can someone explain Deadeye navigator soul bound ability?

If it's paired, you can pay {1}{U} to have that creature exiled and then return.

Is there something specific?

Pair it with something like {sunblast angel} to destroy all tapped creatures for 1U.

Or anything that has an effect when it enters the battlefield.

If you want to lose friends in a hurry, pair it with {Acidic Slime}.

I like it in my U/G ramp deck. Rip out a bunch of lands with primeval Titan and {increasing confusion} flashback from gy ftw

I paired it with a {Tryant of Discord} in a draft once. It was a good time. Slow as hell but funny.
