I'm trying to explain to my play group, that when I drop a {stonehorn dignitary} and then cloudshift it that turn, that you miss 2 combat phases.  Could some one help explain it better then,  "cause you do"

the specific wording here is next combat phase not the combat phase of the next turn. so they would skip the next combat phase and then the next combat phase after that.

Think of it as "skip the next combat phase that player would get."

Does the same rule apply if you were to dual cast a {sleep} on one turn. The creature's wouldn't untap for two upkeeps?

No, because they still go through that step. They aren't skipping it.
