Title: Norn's Annex question

Ok so what happens if I have {norn's annex} and an {angel of jubilation}? Does my opponent have to tap a plains to attack?

Tricky, i dont know if phyrexian mana counts as paying life in that manner but who knows? (Probably someone else on this forum, thats who).

Somehow I don't think it will work as it says they can't pay life or sacrifice creatures to cast spells or activate abilities. But {norns' annex} isn't  a spell or an activated ability. It's more of a static ability.

Correct. They are making a payment, but it's not to activate an ability. They can pay the life to attack. Confirmed.
