Title: Feeling of dread?

When is the correct time to cast {feeling of dread} if I do not want my oppent to be able to atack with his/her creatures. This comes up alot in my matches. Is it before or after declare atacks or can I do it during. Thanks.

When opponent declares they are moving from main phase to combat phase but before declare attackers. Most people I find just skip that part and declare attackers, but you have every right (since priority is passed) to say "before you declare attackers I cast such and such"

That is what I thought. I am like yes I know your guys are tapped but you missed a step. Cool so I am correct and they are not.
