They have to block both if able.

nothing because they aren't {hinterland scourge}

he just blocks one or the other. timestamps don't matter.

So what would happen if you had a Hinterland Scourge and a creature enchanted with {Lure}? Would the time stamp rule apply then?

They would have to fulfill as much as possible of all conditions on blocking.  If those were your only two creatures, they would have to block the Scourge with at least one, and all others on the Lured creature.  They could decide to gang-block the scourge.
