Are enchantments permanent? Like would a {Primal surge} drop them on the battlefield?

Yep.

Resolved.  🔨  POW!

The only cards that are not permanents are Instants and Sorceries.  Any card that would go onto the battlefield is a permanent. (as opposed to a "temporary".  ;))

Since this says "may" you can opt out and end the effect, correct?  Just wanting to confirm before I build around it.

Yep. Helps avoid self-mill. If mill decks weren't so instant/sorcery heavy, this card would be a win. Also that much mana in a mill is slowish.

I built a surge deck. It was green with {sphere of suns}, {shrine of boundless growth}, {solemn simlacrum}, and {primeval titan} for ramp, then {rune-scarred demon} to search the one of {primal surge} cause i ran {Laboratory maniac} and {abundant growth} as well as {warstorm surge} with three {fiend hunter} as win cons and {ascetism} and {grand abolisher} for support.
