My question is what are the rules for the tournament? Usually the event organizer makes those. You being the event organizer, you get to decide what the rules are.

I agree without more info on this event you can count me out
What you do is you with 7 cards in your hand. You can play 1 land, 1 creature, and as much of any other card you would like. And of course you have 20 life and you try to take your opponents life down to 0 first. So we play single elimanation until there is one person left.

NOT standar rules of magic. And I think he means rules by Mulligan rules, how much time allowed for each round, stuff like that.

Nope. I can't. I don't really play standard anyway.
Here's my suggestion.
Play a few tournaments and observe how it's run, then you can attempt to run one. Not everyone can. It's pretty difficult your first time.
