Is custom art legal?
Acctually it depends. Its the event judges decision. It must be the same weight, feel, etc. But it all comes down to whatever the judge says

Not necissarily, if it weighs a lot more a u can feel it coming, its not, or even if the judge says its not, well, then its not

Yes custom is altered.
I have a set of squadron hawks that have the "silver hawks" on them. Paid $12 for them but my bro's and I loved the cartoon in the 80's. I'll see if I can figure out how to post a pic later.
