I meant to say that they can choose not to pay, and so not attack with a given creature.
Card Rules:
"If you control Norn's Annex, your opponents can choose not to attack with a creature with an ability that says it must attack."
Even if they have {W}, they can choose not to pay to let a creature attack.
Norns Annex says creatures cannot attack you or pw you control UNLESS (emphasis) they pay the cost. Therefore, they can choose not to attack and will not have to pay.
Meanwhile the curse says creatures must attack IF ABLE to.
In which case, they are kind of not allowed to since Annex says they cannot attack.
Forced annex can be accomplished by {mindslaver} or {Sorin Markov}'s ultimate..

I love how the second post states the original idea does not work....further down I agree the ruling states it does not work.....yet people keep stating the original idea does not work.....no really????
