This is an idea for Jace that I had. I don't think it is as bad as Mind Sculptor which is what most people want.....I think.

Jace, King of Ravnica.                   2UU

+1--target non-creature permanent loses all abilities and becomes an island. If an island is the target of this ability you may draw a card.
-4--you get an emblem with: all opponents max hand size becomes 1.
-6--all opponents draw cards equal to the number of islands on the battlefield.

His +1 is weird, his -3 is stupid OP, even if it was an ultimate, and his ultimate isn't good. {Jace, Memory Adept}s ultimate is deadly because you're supposed to have been milling your opponent the whole game and gotten them into the death zone.

Having 20 cards in a library being the critical moment makes Jace and mill playable sometimes. With this I feel it's more likely that you'd get your opponents to draw maybe 10 cards, if you dedicate him to making islands and don't give yourself card advantage.

His first ability plays on his illusion magic except you can target any non-creature permanent not just land like Spreading Seas. His second ability is a kind of like Jin-Gitaxias except it can't be destroyed and leaves a card in your opponents' hands. And his last ability is to give them a hand full of cards that they most likely can't play meaning they will have to throw them away. It's more of a "take over the field" kind of thing while your deck can do whatever. It's basically for non-blue, non-colorless decks.

It's written "all opponents", WAY OP. If you're not included in that, it makes the game insanely stupid. Emblem to boot? It's so far above the curve even for an ultimate, and is unplayable otherwise.

His -3 might make more sense if it were "Target opponent's maximum hand size becomes one until the end of his or her next end step."
And I don't feel that his Ulti makes much sense, to be honest. Keep at it!

Even the +1 hoses artifacts/enchantments/equipment/other planeswalkers. For 4CMC and you gain loyalty, seems OP also.

The 2nd ability is usually the gamble spot, like if a PW starts with 3 loyalty, 2nd ability should be -3. If that's not the case, then the first ability should benefit all players. Any card should be worth it's weight in CMC.

Good second ability would be something like -2 {Ponder}. So you're really spending 4 mana and 2 loyalty for {Ponder} instead of HAVING to use the 1st ability to use the 2nd.
