What are the thoughts of {candles of leng} for an mono blue Edh deck or edh in general?

There are much much better options than {4}{T}: draw a card. Especially in blue. {Azure Mage} for example.  Or even big creatures like {Sphinx of Magosi}.

There are one-time draw spells that will produce far greater benefit also, like {mind spring}, {blue sun's zenith}, and {minds aglow}.

If you have an "ally" at the table, {trade secrets} will net you a huge amount of cards at once for very little mana, and a minimum of 4 cards for 3 mana.

pretty good but in that case azure mage is better as a mana sink.

I suppose the candles do have the benefit of being an artifact and not a creature, so they survive board wipes. If your deck is built around card draw, and that draw is super important to keep, it could be worth having.

{mikokoro, center of the sea} is another non-creature card draw engine that's fun in EDH, and usually people don't destroy it because it helps everyone.

{Staff of Domination}
{Illuminated Folio}
{Jayemdae Tome}
can all fill that role.  The drawback to the Candles is that you are always revealing the draw.
