Banned or restricted? I heard a rumor it got banned or something but I wasn't sure what format or if at all.

In what format?

As far as I'm aware it's legal in vintage and legacy, both with no restriction.

It's legal in any format that it was printed in. Legacy, Vintage, Commander, and the blocks it was in.
