If {Olivia Voldaren} targets my {Phantasmal Bear} with her first ability, does she get a counter?

I figured she wouldn't since the Bear pops the second he's targeted, and isnt a legal target anymore. Like why {Vapor Snag} just fizzles and I don't lose a life.
