Hi,
I know that to use a commander you need to use a legendary creature right... So
Can i use the {stabwhisker the odious} as a commander?
The problem on my view is the it is and its not a legendary creature at some times...
I want to make a good commander discart deck so any help would be good if i cant use this

I do not know an official ruling but I'd be certain you can't use flip cards as Commander.

It is only technically Legendary when it is on the battlefield and flipped.  In all other zones, including the Command Zone, it is not Legendary.

But, if it is just for casual playing with friends, I'd make a house-rule exception.
