My opponent plays {Silent Arbiter} and I have a {Terror of Kruin Pass} out. Does this mean that the {Terror of Kruin Pass} is now unblockable? It must be blocked by two or more creatures but it cannot be blocked by more than one due to {Silent Arbiter}.

Right. Any werewolf you control would be unblockable.
