Looking for a white creature I believe it's casting cost is 1W or 2W and it's ability is that it makes your opponent  pay a 1 upkeep on their artifacts

That one you would be best using the search parameters. There are going to be a lot of them.

It is powerful. In fact, my friend found a part time job with it and I was able to find a lower mortgage interest rate using it.

Not necessarily.  I have frequently won games against decks worth over $500-$1000 with budget decks.  Obviously, if you owned a playset of every card in existence, you could build any deck you wanted.  But, you can't just throw money at a deck and expect it to perform well.  Luckily, Magic isn't that simple.
