At my shop the judge said as long as it doesn't touch your cards in hand u can do whatever the heck u want before u play it...

Sorry to just interject like that, but it bugs me when judges make mistakes on things they ought to know.
You can use a fast effect while the miracle trigger is on the stack, but It IS an ability sitting on the stack when you reveal it. If you reveal it during you draw step, you can't leave it on display an move to your main phase hoping to miracle it later in the turn.
Dude...your judge needs a BJ lesson! If you do anything before casting the miracle, you missed the trigger and must pay the full price!

Miracle is a trigger and gets put on the stack. You can respond with other instants or fast effects, but when the Miracle ability resolves you either choose to cast the spell for its miracle cost or return the card with the rest of you hand and let the trigger lapse. From then on, you cannot cast it for its miracle cost.

Can you cast a card as a miracle after you have played a land or not? I just want a yes or no.
No. Just assume you cast it when you draw it and you'll be fine.
Now, if you use {Merfolk Looter} on their turn, you have to draw and discard before you Miracle. So if you had no cards in hand, you won't be able to miracle it.

Pretty sure he was working on his lvl 2, but yes he is.
A Lvl 1 that doesn't even know basic turn structure? Makes me feel more confident about passing the exam.

I took the practice test I think, but I'm really not familiar enough with some of the newer abilities.
That app mtgjudge is going to help me a lot. Thanks for suggesting it!
