It's not self mill actually. That's there for a back up wincon. There are a couple different ways to win
1) Mill opponent to death ({Leveler})
2) Kill opponent by {Summoner's Egg} + {Phage, the Untouchable} + {Bazaar Trader}
3) Over run them with turn advantage.
