Can you counter {mana leak} by tapping a {Somberwald sage}?

Why is this in standard and not rules?  And why can't people read what the card says.
USE THIS MANA ONLY TO CAST CREATURE SPELLS
that's it
Only to cast creature spells

This is a standard question and more ppl pay attention in here but I think what hes saying is he taps mana to bring a creature out ten they mana leak can he tap that creature to create more mana to pay going towards the creature? Also I heard u can't float mana between phases anymore any 1 Kno the name for the new ruling on that? It may have change maybe 3 yrs ago?

It was during/after 10th edition that you can't get mana burned.
