Yes, every combo CAN be countered. Assuming you have it in your sideboard and you put it in your deck, and assuming you can get it out before me, you still had to take out anywhere from 1-3 of your cards to counter a combo that isn't essential to my deck it's done it's job.

I was able to take down five opponents out of nowhere with that one. ;D

How does this work?
It's actually two parts: {Hive Mind} + one of the pacts. You cast it, then everyone else puts a copy on the stack too. Now, they have to pay the cost on their upkeep or lose.
The second part: {Knowledge Pool} + {Rule of Law} means that players can only cast one spell a turn and that one spell gets sucked into the pool.
So now, no one can resolve a spell, but when you play a pact, everyone gets a copy, yours gets removed, and everyone else's still resolves.
