Can u cast a card for its miricle cost when it is apart of your first seven card draw... Or do u have to wait until u draw it in the game then cast it

That would imply you waiting until the mainphase alas you can no longer be miracelous.
You don't technically "draw" cards in your opening hand. You just start with that many cards. You can't miracle even if you had {Simian Spirit Guide}.
