Can {Nicol Bolas} be used as a commander?

The dragon can, but not the Planeswalker.  All a commander needs to be is a legendary creature.

Infact I read in one of the Wizard's web page columns once upon a time (or was it MtG Salvation ... ? I can't remember where I read it now) that {Nicol Bolas} is the most commonly used Commander.

N.B. I would have preferred the original artwork to be linked above, but nevermind. 😌

Funny thing is you could have both the legendary Dragon and the Planeswalker on the Battlefield at the same time. XD

Why is he the most commonly used? Is it because of his colors?

Colours AND effect. But maybe more so the fact he is a dragon, considering the Commander format is originally called EDH, as in Elder Dragon Highlander.

Elder Dragon because there was a time were dragons we're pretty much the one only multi-coloured cards (like {Chromium}, one of my fav old school dragons, but a bit out dated now considering the amount of abilities some creatures have now for a cheaper cost and NONE have Cumulative Upkeep anymore ðŸ˜") and Highlander as in 'there can be only one,' a reference the awesome 80's movie franchise.
