Can you use his ability on an opponents turn?

You can activate the ability, yeah.  If you could normally cast the targeted creature on their turn (flash) then {Havengul Lich} will let you cast it.  The lich will not let you break standard creature casting rules though.

Yes, but only on creatures that have flash. Because you can only cast creatures on your turn even if it is your opponents creatures.

Oh okay so what standard cards give flash? Because I'm thinking heartless summOning with architect lich and wurmcoil...so I could splash green I guess for refuge....

So if u us him to cast {snapcaster mage} u can cast 2 cards from grave yard? Or would it not work cuz hes already in play?

the lich is already in play , also the snap ability is a trigger not an activated ability

{wolfir avenger}, {snapcaster Mage}, and {restoration angel} all have flash. If you got the mana you could cast them all on your opponents turn.
