I use a spell that targets a creature in response they cast cloud shift and blink there creature they say it's no longer a target I disagree, cloud shift says you exile then put that creature back and since it resolves first the creature is but right back where it was an then my spell goes to resolve and it's target is back correct or I can just target it again?
When it re renters the battlefield the game sees it as a completely new creature. Since you already declared your target as Mr. Johnson, hen he gets cloud shifted and returns as Mr. Franklin, your spell no longer works because Mr. Johnson doesn't exist anymore.

No, because you have to declare a target as you cast the spell. If they are responding to you spell, it's fait accompli.
The targeting and casting are simultaneous.

Yes when a card gets exiled it loses all counters and enchantments attached to it

I don't remember the card, but when it dies it returns from GY under oppents control with a +1 counter. If I {cloud shift} the creature, would I gain control of it again?
You can only {cloud shift} creatures you control.

And yes, you can {Cloudshift} it right when it comes into play and its {Donate} trigger goes on the stack. You'll get it back sans the +1/+1 counter. Pretty good deal, IMO.
I was going to run them with my {Geralf's Messenger}, that way after he comes back from the gy with undying I can chump him shift him and opponent takes the 2 dmg again.

I made a pod deck around this. You sac messenger for {restoration angel} then flicker the messenger for 4 damage and 6 if messenger etb that turn, it's pretty great when I can pull it off
