Does tapping an artifact with a static effect I.e. {torpor orb} still turn off the static effect?
Only if it explicitly says so. ({Howling mine}, {Blinkmoth Urn}).

What about planeswalkers? Can they be used if they are tapped?
Yes. Planeswalker abilities can be used while tapped if you happen to tap them for some reason.
If an ability on a card has a : instead of a tap symbol then it can be used if tapped and they are not affected by summoning sickness.

I thought so, I was just watching a video of someone playing a deck and they used {deceiver exarch} to tap a planeswalkers when there were many more cards they could have tapped, he was a pro so I thought that there must be some reason.
