Is there any way to give {vexing devil} undying? Would {undying evil} work or would he be gone before it resolves?

 yes cause vexing is on the fiend however you must cat undying before they decided.

{Echo Mage} + 4 {Undying Evils} + {Sanctuary Cat} = cat with 9 lives.
