Two questions about {tamiyo, the moon sage}: 1. For her +1, does the permanent ever untap? 2. Can you use the +1 ability on a creature that tapped when my opponent attacked last turn?
1. Its they dont untap on there NEXT untap so it untaps the turn after.
2. I dont believe you can tap a tapped creature so no.
You can use the the ability on a tapped creature and it won't allow it to untap next untap step

You can target a tapped creature and that creature will not untap on their next untap step.
If it was:
"Tap target permanent: that permanent doesn't untap during its controler's next untap step."
Then it would not work, because tapping the creature is the cost. But it isn't. No colon = no worries! :)

god forbid there are any targets ever in the cost
Basically you can use {Tamiyo, the Moon Sage} +1 ability on a tapped permanent. And you can even keep freezing the same card over and over again.
Consider the following
1) you can target any permanent on the battlefield unless there is an ability that prohibits it like hexproof or shroud.
And (reading her effect closely)
2) the ability doesn't say " tap target UNTAPPED permanent." which means that there is no cost because it's already paid for. in that case I say have fun freezing stuff my friend.
