{Visions of Brutality} can I move it from opponents creature he controls to another creature he controls?
Based on what you've said, no. If the situation is just two creatures on their side of the battlefield, creatures A and B, with {Visions of Brutality} on, say, creature A, you cannot just move the enchantment from one creature to another. You could, however, use something that returns the enchantment to your hand ( {Disperse} ) to let you replay the enchantment on creature B. So you cannot just move the enchantment but you can blink or bounce the enchantment and when it re-enters the battlefield you can change the creature you want it on.

Example: Honor of the Pure is an enchantment that reads "White creatures you control get +1/+1." Honor of the Pure and a 2/2 black creature are on the battlefield under your control. If an effect then turns the creature white (layer 5), it gets +1/+1 from Honor of the Pure (layer 7c), becoming 3/3. If the creature's color is later changed to red (layer 5), Honor of the Pure's effect stops applying to it, and it will return to being 2/2.
Example: Gray Ogre, a 2/2 creature, is on the battlefield. An effect puts a +1/+1 counter on it (layer 7d), making it 3/3. A spell targeting it that says "Target creature gets +4/+4 until end of turn" resolves (layer 7c), making it 7/7. An enchantment that says "Creatures you control get +0/+2" enters the battlefield (layer 7c), making it 7/9. An effect that says "Target creature becomes 0/1 until end of turn" is applied to it (layer 7b), making it 5/8 (0/1, with +4/+4 from the resolved spell, +0/+2 from the enchantment, and +1/+1 from the counter).

Just a little fun fact: if you can blink the aura off and back onto the battlefield, you then get to 'choose' another creature to attach it to, which is different than targeting it. This can get around annoying hexproof or shroud creatures to put the aura on them without actually targeting them with a spell.
303.4f (http://imtgapp.com/forum/index.php?action=imtg;area=rule;number=303.4f): If an Aura is entering the battlefield under a player's control by any means other than by resolving as an Aura spell, and the effect putting it onto the battlefield doesn't specify the object or player the Aura will enchant, that player chooses what it will enchant as the Aura enters the battlefield. The player must choose a legal object or player according to the Aura's enchant ability and any other applicable effects.
