If you sack {Breya, Etherium Shaper} to her own ability can she still deal the 3 damage?
Sadly, no.
Because you pay the cost before activating the ability, Breya would no longer be on the battlefield to deal the damage.
I dont think this answer is right. Her cost doesnt say "sacrifice 2 artifacts other than Breya", and even tho shes dead her ability will still be on the stack and will resolve as normal dealing the 3 damage.

Incorrect.
If the ability is paid for, it will resolve and do damage, regardless of where Breya is. Just like if you remove her in response.
Also, you have to announce the ability, then pay costs.
