just want to make sure, does "when you cast" trigger of crits, makes it double trigger? or only "etb" triggers?

The difference is, that a "when you cast" trigger, triggers as you put the creature on the stack. (It resolves before the creature does as well). As such, the creature entering the battlefield (after the "cast"-ability has resolved) did not cause the ability to trigger.
That's why {panharmonicon} doesn't double those.
