so if I have worldgorger dragon on the battlefield which exiled all my permanents. Then my opponent plays Ixidron, does my worldgorger ever leave the battlefield. If not, can i ever get my exiled permanents back from worldgorger?

No, the only way you can get your exiled stuff back was if you somehow had an effect that let you flip it back over, but I don't think there is a card that does that.
you could {cloudshift} the {world gorger dragon} and have it flip again

Cloudshift would not save his originally exiled items.
I'm not sure if they would work and I can't remember the names but I believe there's a green creature and a white sorcery that lets you bring exiled cards back either to your graveyard or your library. They may be a stretch as far as your deck theme goes.

this is because Cloudshift would bring you dragon as a new dragon, not the originally cast one. so you would again lose all your pernaments, but once the dragon left the battlefield now you would get only the recently exiled cards back, not the original ones.
Would three {Worldgorger Dragon}s technically cause an {Oblivion Ring} effect on your side of the board?
Basically yes.

And any combination. O-ring, dragon and {Act of Authority} can create infinite ETB, same as {Animate Dead}.
