Title: Coax from the Blind Eternities

Could I get a clarification for the first part of {Coax from the Blind Eternities}? When it says outside the game does that mean if I own it and have it on me I can add it to my hand? Or is it referring to the sideboard?

Note that "outside the game" is only limited to the sideboard in a tournament setting. In casual games, it refers to any card you own.
In commander, these cards don't function without prior consent within the playgroup on their reach. (Like, can you get a card not within your colors etc)

Actually and maybe I need more clarification but outside the game I heard could be exile as well

Exile is still considered to be inside the game

Exile is still considered to be inside the game
Which is why coax specifically mentions exile or outside the game.
