You can alter the state and shininess of a card in any binder from the *binder* menu in the main menu. Go to the binder that contains the card, and select it to get a little attributes menu. Alternatively you can create a new *all foil* binder to contain your shinies.

I think he means to make it show up on your private page as foil(to advertise). As far as I know, there's no way to do that besides marking them individually in the edits.
When I click on the card. No menu pops up

Check my private page, no manual updates done there. This feature was implemented a while ago
