if {Brain in a Jar}, then for example {Breaking / Entering}, when jar have 2 counters, then you may cast both sides for free
then can i also imprint the fuse cards in {Panoptic Mirror} then cast both sides for free?

the answer to the original question is still up for answer. Llama is saying Nah to me not to the original poster.
Now I am wondering if it is the case that {Brain in a Jar} can do it but {Panoptic Mirror} can not.
Because Brain in a Jar can cast the fused spell from hand, but Panoptic Mirror would cast it from exile. And Fuse has to be from hand only?

702.101a (http://imtgapp.com/forum/index.php?action=imtg;area=rule;number=702.101a): Fuse is a static ability found on some split cards (see rule 708, "Split Cards") that applies while the card with fuse is in a player's hand. If a player casts a split card with fuse from his or her hand, the player may choose to cast both halves of that split card....
Important part here is
hand.
{brain in a jar} lets you cast a card from
Hand, where {Panoptic mirror} casts the copy from exile.

708.5. (http://imtgapp.com/forum/index.php?action=imtg;area=rule;number=708.5.): Anything that asks for a particular characteristic of a split card while it's in a zone other than the stack gets two answers (one for each of the split card's two halves). Anything that asks for a particular characteristic of a fused split spell gets two answers. Anything that asks for a particular characteristic of a split card while it's a spell on the stack or that asks for the converted mana cost of a fused split spell gets one answer.
Example: Spell Blast says "Counter target spell with converted mana cost X." If a player wants to cast Spell Blast and choose the fused split spell Breaking/Entering, which has mana costs {U}{B} and {4}{B}{R}, as the target, that player must choose 8 as the value of X.
So you could pay {2} for X, exile {breaking//entering} and cast entering or breaking each upkeep.
