Title: Broken exile effect?

With {Leyline of the Void} in play on my side, do my {Wasteland Strangler}s get to not worry about what they "move" back in because it goes right back into exile????

Or does it not work because it never hits the GY.

When you process cards, it doesn't matter where they end up.  If I control a Rest in Peace and activate an Oracle of Dust, you move the card to the Graveyard, as that's what it does, but RIP says "Wait, go to Exile instead!" and it just winds up right back where it was as a new object.

Cool tech: if you have something exiled with {oblivion ring} and you process it while a {rest in peace} is out, it will go from exile to exile. It will be considered a new object. The exile zone is the only place where this can happen (not actually change zones but become a new object).

I guess the only time that has function is....if you could process your own card in response to someone processing it? Or ruining {Karn, Liberated}'s exile stash.

Oh, and persist and undying don't somewhat have this effect? With their ability, they don't actually change zones? Would that keep equipment and auras attached?

This is not correct. Creatures with persist and undying do change zones and are new objects. Undying and persist are triggers and they will only resolve fully if the creature card is in the graveyard.  If you respond to a persist trigger by popping your {relic of progenitus} the creature card will be exiled and the persist will have lost its card. Equipment won't be attached and auras will fall off.

Now, as to why this could be useful. I have seen board stalls on mtgo where the lines players took to win is something like {oblivion ring} their own {sun Titan}, then {upheaval}.  This would leave your opponent with a {sun Titan} on board with no other permanents on the field. Better hope you have plains, {path to exile} in your hand.  So basically in response to upheaval, if you process the Titan, your opponent won't be able to get it back after {upheaval.}
