Does your opponent have the right to shuffle your deck in the cut portion of te pre game. Recently this has happened to me and totally mana screwed me on the second game after I beat him on the first.

some does that here, also on a video on pro tour, forgot when, they can shuffle as long as they are not looking on your cards, cuz they can spy or peek, if it happens, call a judge inmediately, and make sure opponent doesn't damage your sleeves and cards

Yep! It isn't actually the "cut" portion. The opponent can shuffle in any way he likes, as to affirm that you are not pulling tricks. The cut is just quicker. But if you watch streams of GP's or Pro Tours, you will never see a cut, only shuffling.

How do you know his shuffle screwed you?
Unless he cheated while shuffling, that's not possible.

Or, unless you didn't shuffle correctly.

He did look at the cards on an angle while shuffling. I should have stoped right there.  Cause in my hand when I drew my 7 I had 2 lands that didn't match any cards in my hand and didn't draw another land until 3 cards after he supposedly won the match. And I think he only shuffelrd like he did cause I won the first game.

I would avoid this course of action unless you actually know he cheated. Your opponent has the right to randomize your deck by shuffling it and or cutting it. They do not have the right to stack your deck. These are very different.

For this person to have done what you suggest he did, he must be a highly skilled card shuffler. One game is hardly a significant enough sample size to be able to say that you were mana screwed because he manipulated your deck. Mana screw can be because of bad deckbuilding, bad shuffling, plain dumb luck, or your opponent cheating. Or a combination of the above. Pay attention to how he shuffles next time, and the time after, and a few times after that. If you still think something shady is happening, then slap him with pizza, i mean, say something about it.

There's this one word to use when you suspect foul shuffling (while in progress): JUDGE!

And from the comprehensive rule book you gain another route:

Players may request to have a judge shuffle their cards rather than the opponent; this request will be honored only at a judge's discretion.

All I know is I always shuffle then cut, but I shuffle while looking at the game next to me so as to show I am not looking at his cards as I shuffle

If he's looking at your deck while he cuts/shuffles (assuming opponent was a male) then call for a judge or ask him to reshuffle and specify to not look at your deck

That'd be a reason to blame him for mana issues. Pile shuffling alone isn't sufficient randomization.

Shuffling to mana screw your opponent is pretty hard unless you're obvious about it.
