Title: Cascade Question

If I have  {Animar, Soul of Elements} out with 4 counters. I cast  {Etherium-Horn Sorcerer} for a 5th counter, then Cascade. Does the 5 mana reduction from Animar allow me to Cascade in  {Ulamog, the Ceaseless Hunger} or do I still count the CMC as 10 for the Cascade?

CMC for anything is what is printed on the top right hand corner of the card. The only zone where this may not be the case is the stack. The CMC check for cascade happens before Ulamog goes anywhere near the stack.

I lnow that. But Cascade doesnt reference CMC. It says "card that cost less", which is causing me the confusion.

"Card that cost less" = card with a lower CMC.
It does not take cost reduction or increase into account. If you have a {jade leech} and use cascade, if you hit a green spell you'll need to pay {G} to cast it. If narset's emblem is online with an opponent, cascade will still hit your {giant growth}, even though you can't cast it.

Think of it this way: the spell costs less but not the card.
