Title: countering a spell

opponent casts {Bring to Light} and opponent choose {Jace, Vryn Prodigy} , can i counter Jace with {Horribly Awry} or any counter spell?

since BTL says, you may "cast" it without paying its mana cost

Yes, you can indeed.
The second spell is placed on the stack as BTL resolves, but you still get priority before the second spell resolves.
