Dredge is worded a bit weird, because it has to fit the rules of a replacement ability. Bottom line, you can choose to replace the draw by putting x cards from your library in your graveyard to get the card back to your hand.

702.51a (http://imtgapp.com/forum/index.php?action=imtg;area=rule;number=702.51a): Dredge is a static ability that functions only while the card with dredge is in a player's graveyard. "Dredge N" means "As long as you have at least N cards in your library, if you would draw a card, you may instead put N cards from the top of your library into your graveyard and return this card from your graveyard to your hand."

In other words: if you choose to dredge, you will put the card into your hand. You can't choose to dredge then draw
