I don't know. To me it seemed I saw quite a few new names, especially in the rules forum.
What doesn't help when looking at the deck-building forums, is that the new sets (BFZ and ORI) seem to be less attractive in regards of power level, with a few exceptions ({hangar back walker} mainly).
Personally, I am brewing on commander decks quite a lot, but most are just not weird enough for posting (too mainstream, posted before, in the progress of building, etc.)
Then there is the periodical lapse just after the release of a new set. No more spoilers to talk about, BFZ's hype is mostly about the expeditions...
So, dying forum? I think not. Seems just the natural flow.
