I think they wanna encourage playing less {U} in legacy. And it kinda fits the definition of banworthy: every deck either runs it, or runs graveyard hate to counter it.

Plenty of workarounds for dig. For your reading pleasure I present:
Alternative dig effects:
{advice from the fae}, {U}{U}{U} to {6} hybrid. Has a CMC of 6, so dodges Kozzi, 5 deep for 1 (or 2 if you control the most creatures.)
{ancestral memories}, the card that inspired DTT: same effect, just no delve.
{anticipate}. Minidig. Digs three for one.
{impulse} digs four for one.
{bitter revelation}, digs 4 for 2, other to grave.
{diabolic vision}: {U}{B} dig 5 for 1 in hand, other to the top in any order.
So why don't UB-decks run this instead of DTT???
{flash of insight}. {X} {1} {U} to dig X for one, flashback {1}{U} + exile X blue cards from grave. Sounds familiar, even if it's only for one card..
{jar of eyeballs}, slow but repeatable.
{lead the stampede}, dig up to five creatures.
{raven familiar}. Dig 3 for 1 + Stormcrow body. Comes with echo.
{scroll rack}. I love it for selective digging.
{uncovered clues} if you wanna dig for sorceries/instants. Dig 4 for up to 2.
Eh I'll stick with {Sylvan Library} And fetch lands ;)
Even {Lim-Dûl's Vault} isn't terrible for shardless

Why doesn't that see more play? Isn't it basically "find the 5 cards you want?" Can't you use it like {Petals of Insight} for the perfect deck stack assuming you can pay life? ({Platinum Angel} type deal.)

I think it is because it doesn't draw.
You pay the life, stack your deck, opponent gets opportunity to throw a mill or shuffle effect at you. Then, you lost it all.
Dig effects can get you the combo in hand to play right away, assuming you have the mana.

I like {sylvan library} + {archmage ascension}, but it's too slow outside casual/commander I think.
(Once online it's tutor three and keep, because you drew no card)

The biggest positive I can find from this is that I was trying to find a way to fit {ponder} into my currently {ponder}less miracles list. I couldnt decide what to cut but it seems my decision has been made for me.
Im just sad that a fun card is gone :(
Now to design a standard deck that uses 4 digs so I can dig till I can't dig no more

Dig into dig into dig into dig into Ugin into Ugin into Ugin into Ugin.
Sounds nice. Just a shame there is no counter manipulation in standard now, so you can't pull it off at once.
