Title: Commander Questions

So in Commander, you can only play cards that are the same color identity as your commander.  Does that mean that in a, let's say, {Elesh Norn} deck, you can't {Figure of Destiny} or a {Boros Garrison}?

Correct, you can't.

903.4. (http://imtgapp.com/forum/index.php?action=imtg;area=rule;number=903.4.): The Commander variant uses color identity to determine what cards can be in a deck with a certain commander. The color identity of a card is the color or colors of any mana symbols in that card's mana cost or rules text, plus any colors defined by its characteristic-defining abilities (see rule 604.3) or color indicator (see rule 204).
Example: Bosh, Iron Golem is a legendary artifact creature with mana cost {8} and the ability "{3}{R}, Sacrifice an artifact: Bosh, Iron Golem deals damage equal to the sacrificed artifact's converted mana cost to target creature or player." Bosh's color identity is red.

It just won't produce R just W and 1 colorless

Actually, that's not true.

Yea this is why colorless decks are really hard to build land bases for cause you have to run lands like {elephant graveyard}, {griffin canyon}, and {seraph sanctuary} even if they have no synergy just because there aren't that many lands without color identity.

Colorless lands are hard to find so in my (casual) playgroup we allow basics for the colorless guy (he plays {Karn, Silver Golem} btw)

They're not too hard to find. You can build a colorless mana base for under $50 probably.

It won't be ideal, but it can be done.

Yea but a lot of the lands will be really bad. If you want a competitive deck you those tribal do nothing lands and random enter tapped lands really start to hurt.

Sure. But there's a difference between "hard to find" and "not competitive".
Most of the "bad" colorless lands aren't different from colorled basics - {Grixis Panorama} for example.
