was looking for a thread but i cannot find, cuz maybe this will be a double post, just want to ask, {Zurgo Bellstriker} as commander, get died, can i cast him with dash cost? then return to hand? or plus the penalty?

You can cast for dash cost, but the commander tax will still be applied. He'll be returned to hand at eot. Any time your actually casting him from your hand, dash cost or not, no commander tax will be applied. Commander tax is only relevant when casting from the command zone.
