with {smokestack} can I stack the triggers to where I sac, and THEN put on a counter? So that my opponent gets hit first?

Yes. You have two "at the beginning of upkeep" triggers. Stack them how you see fit.

Actually I don't believe you can. Since you have to read cards top to bottom you don't control the order of an individual card.

Each ability or spell has an order, which you follow as written.

In this case, however, there are two triggered abilities, which you can stack as you please.
If it read "at beginning of upkeep put, then...", you would be totally correct.

Yea I meant to follow up on this. If text is in one continuous paragraph you must follow it as it is written. See {diminishing returns}. You can't force your opponents to draw cards before they shuffle. But if the words don't form a continuous paragraph and have a space in between their text, they are separate effects and will trigger independently of each other. See {bloodhall ooze}. Both triggers are gonna check to see if they trigger because of the if, but if they do trigger, you may put them on the stack in the order you choose. They are independent of one another.
